for a good all around color printer with cheap ink, in the long run a color laser should do the trick. you will pay a lot more in the beginning, but i did the math and page for page, laser is actually cheaper.
you can get the hp color laserjet 1600 for around $250. it usually comes with full cartridges to start, so that will get you off and running. the carts themselves run about $75-$85 each, but if you don't use it that often they will last you forever, as they do print approx 2,000 - 2500 pages. and unlike the inkjets, they won't dry out from non-use.
